 Dianne O'Meara is the Director of Finance for the Town of Chili. The Supervisor, who is also the Chief Financial Officer, relies heavily on the finance deptartment on a variety of fiscal matters. Main responsibilities of the Director of Finance includes audit claims, preparation of abstract, maintenance of detailed accounting records, and preparation of monthly financial statements.

The Director of Finance requires a significant understanding of municipal laws so that the taxpayers' dollars are properly safeguarded. It is also a function of the finance department to file reports with the Office of the State Comptroller in Albany.

The Director of Finance also supervises any internal and external audits. There is also direct supervision of the payroll department and negotiation of union matters on behalf of the Town. Ongoing functions of the Finance Department include:

• Accounts payable related activities, such as preparation of
abstract, processing checks;
• Bank statement reconciliation;
• Monthly financial statements, Comptroller's reports;
• Year end financial statements and CPA audit;
• Monitoring cash flows and revenue streams
• Investments;
• Debt service, including new borrowing and payments of
principle and interest on existing debt;
• Annual town budget preparation and necessary budget transfers
during the year;
• Involvement in capital project financing.

Lee Frank, in her Account Clerk-Typist (PT) capacity assists Dianne in these accounting functions. The Director of Finance also supervises human resource and payroll functions ranging from union contract negotiations to worker compensation activities. As the Payroll Clerk (PT) Lee Frank is the "go to" person. Her door is always open for employees and their questions. Ongoing functions of the Human Resource/Payroll Department include:

• Bi-weekly payroll;
• Employee benifit information, including insurances, retirement
• Monitoring leave credit
• Monitoring Workers Compensation claims
